Is Google reCAPTCHA GDPR compliant?
It can be used lawfully with consent and the right paperwork, which is not the same as being unproblematic. reCAPTCHA is operated by Google LLC, a US company, it sets cookies and it processes visitor IP addresses and interaction data on every protected form, before the visitor has agreed to anything if the script loads unconditionally. German data protection authorities and consent tooling both treat it as a non-essential third-party service, which means a banner entry and a consent dependency on the form working. That is why most migrations here are driven by the consent banner rather than by the CAPTCHA itself.
Which reCAPTCHA alternative has the strongest compliance profile?
For a hosted service, CaptchaFox (Germany): it is the only vendor in this category that publishes its widget-path sub-processors by name, and both are EU companies, Hetzner in Germany and bunny.net in Slovenia, with exposure Minor. Can I drop reCAPTCHA without a cookie banner entry?

Will the switch break my forms?
Rarely, because the shape of the integration is the same everywhere: a script and a widget element on the page, a site key, and a server-side call that verifies the response token against the vendor's endpoint. Does reCAPTCHA fall under the US CLOUD Act?
Yes. Google LLC is US-incorporated, so the CLOUD Act can in principle reach data it processes regardless of where the servers sit.
