What is the best French cloud provider?
It depends on your binding constraint. For raw infrastructure, Scaleway starts at about €2/month and OVHcloud at about €5/month; both hold the SecNumCloud qualification and are among the winners of the €180M EU Cloud III framework. Clever Cloud adds a French PaaS layer for deploying applications without managing infrastructure. For sovereign storage and collaboration, Oodrive (SecNumCloud-qualified) targets regulated organisations, while Leviia and Wimi suit SMBs. What is the SecNumCloud qualification?
SecNumCloud is the trusted-cloud qualification issued by France's ANSSI (the national cybersecurity agency). It imposes strict security requirements and, crucially, immunity from non-EU extraterritorial laws such as the US CLOUD Act and FISA: a SecNumCloud-qualified service must be operated by a European entity, hosted in Europe, and legally beyond the reach of US demands. Are French cloud providers beyond the US CLOUD Act?
Not automatically, but this is where French sovereignty stands out. The CLOUD Act can reach data held by a company subject to US jurisdiction regardless of where the servers sit. A provider incorporated and controlled in France, with no US sub-processors in the data path, therefore has a much weaker exposure profile — and a SecNumCloud qualification guarantees this explicitly. The CLOUD Act exposure of OVHcloud, Scaleway and Clever Cloud is recorded in the directory as 'None'.
What is a French alternative to Google Drive or Dropbox?
For file storage and sharing hosted in France, Leviia offers a Nextcloud-based drive and S3-compatible object storage, Oodrive targets regulated organisations with a SecNumCloud qualification, and Wimi pairs a drive with a collaboration suite. All three host data in France and keep data and backups within the EU. Check each provider's sub-processor list: some 'French' offers re-introduce exposure through a US CDN or storage layer — something we flag on every listing.
What does sovereign cloud really mean?
A sovereign cloud is one that stays outside non-EU jurisdiction across the whole chain: a European operating entity, hosting in Europe, and no sub-processor subject to extraterritorial law in the data path. That is a higher bar than simply 'hosted in France': ownership and sub-processors matter as much as location. ANSSI's SecNumCloud qualification is the French reference that attests this immunity; we record ownership, hosting, sub-processors and certifications separately so sovereignty is evidence-based, not assumed.
