A French cloud solution, as listed here, is an infrastructure, hosting or storage company whose operating entity is incorporated and headquartered in France and runs its primary infrastructure in French data centres. What matters here is how French sovereignty answers that gap in practice. A genuinely French provider (incorporated in France, French-controlled, with no US sub-processors in the data path) has a structurally weaker exposure profile, and ANSSI's SecNumCloud qualification attests this immunity to extraterritorial law explicitly. OVHcloud and Scaleway hold it and are among the four winners of the €180M EU Cloud III framework; their CLOUD Act exposure is recorded in the directory as "None", with hosting in France.
But "genuinely French" is a chain of facts, not a flag: the operating entity, its owners and its sub-processors. We record each link separately.

If you need raw infrastructure (IaaS), Scaleway starts at about €2/month and OVHcloud at about €5/month, both SecNumCloud-qualified for the most sensitive workloads; if you deploy applications, Clever Cloud's PaaS layer avoids managing infrastructure while staying in French regions. If a French public-sector tender names SecNumCloud explicitly, filter to it directly: OVHcloud, Scaleway and Oodrive carry the qualification, and public buyers should confirm it covers the exact service being procured, not just the vendor's flagship offer.
